Rights and obligations of foreign citizens and stateless persons in Ukraine

In accordance with Article 3 of the Law of Ukraine “On Legal Status of Foreign Citizens and Stateless Persons”, the foreign citizens and stateless persons, who stay in Ukraine legally, shall exercise the same rights and freedoms, and have the same obligations as the citizens of Ukraine, except as otherwise provided for by the Constitution of Ukraine, laws and international treaties of Ukraine.

The foreign citizens and stateless persons, who fall within the jurisdiction of Ukraine, regardless whether they stay in Ukraine legally or not, shall have the right to recognizing them as persons before the law, as well as to protection of their fundamental human rights and freedoms.

Foreign citizens and stateless persons must at all times abide by the Constitution, laws and other regulations of Ukraine, refrain from infringing on the rights and freedoms, honor and dignity of other persons, public and state interests.

Attention!

Notarial acts for a foreign citizen (stateless person) or with his/her participation shall be performed after legality of his/her staying in the territory of Ukraine has been verified.

The following shall serve as confirmation of legality of staying in the territory of Ukraine:

-         visa;

-         registration in the unexpired passport and/or migration card of a foreign citizen or stateless person;

-         certificate of temporary or permanent residence in Ukraine.
